NY 96 was assigned in 1942 following an alignment swap with NY 2. In the 1950s, NY 96 between Ithaca and Candor was realigned to its present course via Spencer. The former alignment then took on the NY 96B designation. Closer to Rochester, NY 96 followed what is now I-490 between the current I-590/NY 590 interchange and Bushnell's Basin. When the I-490 designation was assigned in 1961, NY 96 returned to its original/current alignment.
Recommendation:




We recommend realigning NY 96 along the current NY 96B alignment between Ithaca and Candor. NY 96's current alignment would be replaced by NY 34 which it currently duplexes from Ithaca to Spencer, and an eastern extension of NY 224 from Spencer to Candor. We also recommend moving NY 96's southern terminus to its intersection of NY 38 north of Owego and extending NY 38 south along the NY 96 alignment into Owego.
