In 1970, NY 417 was assigned between Kennedy and Salamanca where NY 17 had moved to the Southern Tier Expressway in that area. As the decade progressed, the NY 417 designation was extended east along the original NY 17 alignment as the rest of the STE was completed through Cattaraugus, Allegany, and Steuben Counties. In the late 1970s, NY 417's western terminus was moved to its current location as a portion of the alignment in the Allegany Indian Reservation near Steamburg was closed off to traffic (The section between Kennedy and Steamburg became part of NY 394).

At the east end, NY 417 was duplexed with US 15 between Erwin and Painted Post. In 1997, the duplex was eliminated as NY 417 was moved to Hamilton St. NY 417 was also truncated to the US 15 interchange at Gang Mills (The duplex had been signed to NY 17) where it currently ends. Upon completion of the I-86/US 15 interchange reconstruction project in 2008, NY 417 was extended into Painted Post to its present eastern terminus at NY 415.

The intersection of NY 417 and Robert Dann Dr. (Steuben CR 107) in Spring 2002. A half diamond interchange was built here as part of a construction project that rebuilt the I-86/US 15 interchange separating local from through traffic. From 1998 until 2008, this was also the eastern terminus of NY 417.
