Opened in 2001 as a new connector route across the Susquehanna River. NY 962J signs were posted starting in early 2005.
Recommendation:

NYSDOT remove the touring route signage, but continue to maintain the roadway as it serves as an access road to NY 17 between NY 434 in Apalachin and NY 17C in Campville.
