US 220's original alignment entered New York on Elmira St., then turned east on on Broad St. to downtown Waverly. US 220 then turned north on Pennsylvania Ave. before ending at Chemung St., which carried NY 17 at the time. With completion of the Athens Bypass in 1973, US 220's alignment was shifted onto the new roadway. Around the same time, the Southern Tier Expressway (Present day I-86/NY 17) was completed with the intersection of the two highways only feet south of the state line. As a result, US 220's northern end was realigned out of downtown with a direct connection to Chemung St. about ¾ mile west of its original terminus. In the years that followed, the actual northern terminus of US 220 was left up for debate, with some considering I-86/NY 17 and others Chemung St., the latter of which was no longer state maintained. In 2017, after consultation between AASHTO and the two states, it was agreed that US 220's northern terminus would be at I-86/NY 17.
