I-590 was originally designated in 1977 and extended west and north to I-490 in Gates along the current I-390 alignment in the area. The southern terminus was moved to its current location when I-390's original alignment into downtown Rochester was cancelled. The designation of I-590 was partly responsible for the decomissioning of NY 47 in 1980.
