This is the Valley Drive section that was decommissioned
as flooding damaged parts of the road beyond repair.

NY 31C followed Valley Drive, a narrow and winding road linking the villages of Elbridge and Jordan alongside Skaneateles Creek in western Onondaga County. In 2002, the road was closed to traffic after the creek washed out portions of the roadway. After determining that repairs would not be feasible, local officials, along with NYSDOT agreed to swap ownership of Valley Drive with Onondaga CR 105, which runs along the east side of the creek. Valley Drive is now a town road, while CR 105 became NY 317. The NY 317 designation was also given to the remainder of NY 31C's alignment through Jordan to the northern terminus at NY 31.
